Ingredients

2 cups all-purpose flour
1 teaspoon salt
1 tablespoon vegetable oil
3/4 cup water
250 grams ground beef
1 medium onion, finely chopped
1 teaspoon ground cumin
1/2 teaspoon ground black pepper
1/2 teaspoon ground cinnamon
1 cup chopped fresh parsley
1 large egg
2 tablespoons vegetable oil for frying

Instructions

  1. 1 In a large bowl, combine the flour and salt.
  2. 2 Add the vegetable oil and water to the flour mixture, and knead until a smooth dough forms.
  3. 3 Cover the dough with a damp cloth and let it rest for 30 minutes.
  4. 4 In a skillet over medium heat, cook the ground beef until browned.
  5. 5 Add the chopped onion to the skillet and sauté until translucent.
  6. 6 Stir in the cumin, black pepper, and cinnamon, and cook for another 2 minutes.
  7. 7 Remove the skillet from heat and mix in the chopped parsley and egg.
  8. 8 Divide the dough into small balls and roll each into a thin circle.
  9. 9 Place a spoonful of the beef mixture in the center of each circle.
  10. 10 Fold the dough over the filling to form a square, sealing the edges.
  11. 11 Heat vegetable oil in a pan over medium heat.
  12. 12 Fry each mutabbaq until golden brown on both sides, about 3-4 minutes per side.
  13. 13 Drain on paper towels and serve warm.

Tips

For a vegetarian version, replace the beef with a mixture of cooked potatoes and peas.
